I don't really understand how Ratinho wouldn't count towards a team's import quota, one way or another. Having an EU passport has never qualified someone as a domestic player in the BBL, has it? The reason an EU passport previously had value is that there used to be a distinction made between European overseas players and international (typically American) players. There was still a cap on the total number of these players a team could sign. You couldn't max out your American slots then add three Tyler Bernardini's to that. Six Americans plus a guy with a Portuguese passport still seems like too many non-domestic players to me. Anyone learned more about Bennett Koch possibly qualifying as 'British' now?
I don't imagine there is any actual cheating going on here but it's annoying that some clubs apparently can't manage to be transparent about these things. It really isn't that difficult to slip one sentence into a press release telling people that player X qualifies as domestic and briefly explaining how.
