The one thing that often gets mentioned is junior rugby in NZ. Once the deficit gets to a certain amount they call the result and mix the 2 teams together to finish the game. From what I have seen these massive scorelines seem to be more prevalent in the girls games than the boys. There are fewer teams so I guess that can lead to more disparity in a division.
The scoreline is not BEs responsibility but the fact that a team can have played so little of its schedule with the season ending next week is.

Unless the refs and everyone else involved ignored the rules at BE U14 level you cannot press once you are 20pts up. I'm told there are some odd issues relating to points difference (relating to the playoffs) that could lead to a team "needing" to run up the score.
